This school district is located in the suburbs of the Pittsburgh, Pa. area. The district prides itself on having an outstanding educational program and yet fiscally responsible.
Challenge
The district is continually trying to determine if there are ways to reduce costs and/or improve the effectiveness of the none instructional functions- namely building and grounds and transportation.
Results
VMC was retained to determine if it was more feasible for the district to use outside vendors to perform the duties that were being performed by the districts internal staff.
VMC utilized Methods Engineering Techniques to study the existing practices in both departments and concluded outside vendors could perform these services more efficiently and effectively.
Cost Reduction projections were at approximately the 30-35% level. In addition, to the economic analysis, VMC provided a comprehensive list of labor contract changes that would need to be negotiated with the union so that the VMC economic recommendations could be implemented.
